Groundwater and the world in general were very different when the Groundwater Guardian program was launched in 1994. The Internet barely existed, no one had heard of PFAS, cell phones were only made for phone calls, amendments hadn’t yet been made to the Safe Drinking Water Act, social media wasn’t a thought and a stamp only cost $.29.
